The NHDRA has elected to disable both "Appropriations Prior Year as Approved by DRA" and "Actual Prior Year Expenditures" fields for special and individual warrant articles. These fields are disabled because these article types often change purposes from year-to-year but may re-use the same account codes. Reporting prior-year values would not result in an accurate, direct comparison and the NHDRA wishes to avoid any confusion when reviewing those types of proposed articles prior to annual meeting.
