Completion of the Expenditures Tab -Payments to Other Governments category is intended to capture the actual expenditures, but does not allow entry of amounts for appropriations. DRA does not consider these amounts as appropriations, but does recognize that this combination of amounts ($0) for appropriation and actual expenditure would create a Total General Fund “Over Expenditure” status. To account for the amounts not shown as appropriations DRA utilized the respective tax commitment amounts and added them in the adjustment section (the red and blue shaded sections at the bottom). This provides the necessary logic to avoid the incorrect appearance of General Fund Over Expenditure.
