The Revised Estimated Revenues interface can be accessed from the Financial tab at the top of the screen or from the "Continue" button next to Financial Home on the Home tab.
The interface itself is similar to other account codes tables throughout the Portal. On the left side are the account code categories (1) and at the top right of the table is the search field (2) which will allow you to search/filter the account codes based on text that you enter. The account codes table itself is broken into four columns (3): Account Code/Description, WA (Warrant Article), Current Year Revised Estimated Revenues, and Notes/Source. Below the account codes table is the Summary Table (4).
The Current Year Revised Estimated Revenues column is pre-populated from the estimated revenues submitted with the proposed budget prior to annual meeting. All of these values are editable and can be updated as needed. The Notes/Source column can be used to document why a change has been made to the Current Year Revised Estimated Revenues column. Progress can be saved at any time by clicking “Save & Financial Home” at the bottom of the page or the blue “Recalculate” link at the top right of the table. Note that changing from one Revenue category to another (via the tabs on the left side) will also save the current values.
Summary Table
The subtotal of revenues is taken from the itemized revenues entered in the current year estimated revenues table. The fields in the summary table can be edited and the field names will differ slightly based on the type of entity currently being viewed. For cities, towns, and village districts, the user must provide the following information: the Unassigned Fund Balance (from the MS-535), Less Emergency Appropriations, the Amount Voted from Fund Balance, the Fund Balance to Reduce Taxes, and the Requested Overlay. For schools, the user must provide the following information: the Unassigned Fund Balance (from the MS-25/DOE-25), the Amount Voted from Fund Balance, the Fund Balance to Reduce Taxes, and the Total Appropriations (from the MS-22R).
Submitting the Revised Estimated Revenues
Once all necessary information has been entered or updated, click the “Submit for Review” button at the bottom of the page. A dialog will appear requesting verification. Clicking “OK” will finalize the revenues and submit them to the NH DRA for review. After this, you can view and save your MS-434 or MS-24 by either going to the Financial Home page and clicking the “View Est. Revenues Report”, by going to the Reports Home page and selecting the report from the drop-down menu, or by clicking on “View Report” next to the MS-434 or MS-24 in the documents table towards the bottom of the Home page (they can be found under the “Financial Forms” tab). As with other documents requiring signatures, print out the MS-434, have it signed by the appropriate parties, and upload a scan of the signed document under "Signed Revised Est. Revenues (MS-434S)" on the Financial Forms section of the documents table on your Home Page.
Following the DRA review of your MS-434, you will receive an email indicating that the “R” form is ready. Log into the system, go to the reports tab and select the MS-434R or MS-24R form. This form shows your DRA approved estimated revenues which will be used to set the tax rate.
