The "Continue" buttons on your homepage may be disabled (and you may only have a "Home" tab and a "Reports" tab visible) because you have selected an "Associated Entity" in the right dropdown menu that you do not have complete access to. To de-select the associated entity and and enable the buttons and tabs, choose "Associated Entities" from the right dropdown:
If this is not the case, your user level is not high enough to access certain functionality. To have your user level changed, you must contact the administrative account holder for your entity. For security reasons, your municipal advisor and/or technical support can only modify the user level of your account with permission from the administrative account holder.
